Who: Finnick & you! (can be more than one character or someone can jump in later w/e!!)
Where: Pasadena-ish
When: March 21st (so almost a week after kidnappings/rescuings/etc), early evening
What: Finnick is causing a disturbance and it's not the sexy kind.
Warnings: None so far!
So the police don't generally like it when you emerge from a National Forest wearing vaguely military-like clothes (thanks District 13), toting a pack of weird alien-looking stuff that you aren't eager to show them. Finnick wasn't clueless - when the black and white cars pulled up beside him and the uniforms leaned out to talk to him, he figured they were some sort of law enforcement. He played it safe, answering their questions with all the patience and congeniality he could muster, but inevitably his lack of experience with the present-day became obvious and they decided he needed to be detained.
But they were pretty poorly equipped to enforce anything, and Finnick knocked one out while the other frantically called for back up. Then he had two unconscious police officers and by the time the sirens started blaring he darting down some side streets looking for somewhere to hide. He climbed a fire escape in a dark alleyway to get some higher ground and decided to sit down and watch while the back up arrived. He was out of their sight for now, but more importantly he was just beginning to realize that the scope of the city was going to make this difficult - Katniss might not even be here anymore, and if he took too long the Capitol might get to her before he did. He had to make sure his next move was something a little more useful than scrapping with the local law enforcement.
All in all, not the greatest start.

"They're after you?" He nodded in the general direction of the sirens. Greetings were for normal people. Hopefully the cops wouldn't bring out a helicopter, a guy with a metal arm and someone in military uniform on top of a roof was not exactly subtle.

The man didn't look the part of a police officer but Finnick was still wary. He knew the walk of someone who was ready for a fight, and it wouldn't do to put himself in mortal peril on his first day. However, Finnick also figured he looked pretty suspicious in his clothes that stuck out like a sore thumb, sitting on a roof and watching while the back-up confirmed that their comrades were indeed still alive. Lying might make the whole thing worse.
"Guess so," he finally said with a sigh. With a wry smile, he goes on, "But it was only self-defense. I imagine they'll give up the hunt soon."

"They might. This town looks like it doesn't get much action, honestly." He shrugged a little, tilted his head at Finnick. "New in town?"
