Who: Finnick & you! (can be more than one character or someone can jump in later w/e!!)
Where: Pasadena-ish
When: March 21st (so almost a week after kidnappings/rescuings/etc), early evening
What: Finnick is causing a disturbance and it's not the sexy kind.
Warnings: None so far!

So the police don't generally like it when you emerge from a National Forest wearing vaguely military-like clothes (thanks District 13), toting a pack of weird alien-looking stuff that you aren't eager to show them. Finnick wasn't clueless - when the black and white cars pulled up beside him and the uniforms leaned out to talk to him, he figured they were some sort of law enforcement. He played it safe, answering their questions with all the patience and congeniality he could muster, but inevitably his lack of experience with the present-day became obvious and they decided he needed to be detained.

But they were pretty poorly equipped to enforce anything, and Finnick knocked one out while the other frantically called for back up. Then he had two unconscious police officers and by the time the sirens started blaring he darting down some side streets looking for somewhere to hide. He climbed a fire escape in a dark alleyway to get some higher ground and decided to sit down and watch while the back up arrived. He was out of their sight for now, but more importantly he was just beginning to realize that the scope of the city was going to make this difficult - Katniss might not even be here anymore, and if he took too long the Capitol might get to her before he did. He had to make sure his next move was something a little more useful than scrapping with the local law enforcement.

All in all, not the greatest start.

Ben had been flying around, quite literally looking for trouble, for maybe half an hour when he caught sight of a guy sitting on top of an apartment building. He hovered a good distance a way for a bit; the guy didn't look like he was actively trying to break in or anything, but he still didn't exactly seem to be relaxing down there. In the end, Ben decided no harm could come from making sure and flew in closer.

He made no effort to make his approach quiet (not that it would have worked, considering that he was maneuvering by literally blasting fire from his hands and feet), but didn't actively try for aggression either, dropping onto the roof a few yards away from the man. "Little early for stargazing."

When it registered that some kind of weapon was being pointed at him, Ben forced down his immediate urge to attack and took a step back, holding his hands up defensively. Or offensively. Whichever turned out to be necessary.

"Hey, it's okay! I'm a superhero," he explained. "I'm not planning to set you on fire or anything." He didn't add 'so how about putting down the trident', but he figured it was implied. The guy didn't seem actually malicious yet, and it wasn't like Heatblast didn't tend to freak people out.

He took a single, cautious step forward, hands still up. "I just wanna know, though - what are you doing up here?"

Seeing the man appear to relax a bit was reassuring; if he wasn't hostile toward superheroes, that seemed to confirm Ben's suspicions that this wasn't a criminal he was dealing with, so Ben lowered his hands for the moment.

"I'm just up here to find out what you're doing. What are you 'observing' anyway?" He put finger quotes around 'observing', less out of genuine suspicion than curiosity.

"Oh." For a moment, Ben is kind of at a loss. This is far from his specialty; it would probably be best if he could get this guy into contact with someone who- OH wait he could totally do that.

"Hey, have you tried The Watch? I bet someone on there could help you out!"

"You- what?" Ben did something of a double-take - who around here didn't know about The Watch?

"Uh, the big online forum? Superheroes use it to keep in touch and get information and stuff? ...How do you not know about this?" What, did this guy live under a rock or something?

"Fine, fine." He recited the web address and added "You should be able to put up a help wanted ad or something without an account."

He resisted the urge to make some jab about 'assuming that you know how to use the Internet' - without a fight, he was starting to get kind of bored already.

Ben grins, as much as a fire-monster can grin. "The name's Heatblast!"

Then he leaps from the roof and blasts back into the air without another word, apparently not considering the possibility that he should maybe ask the man's name, too.

Bucky has been -- lurking, for lack of a better word. Today, he had been out scouting for jobs. General things, nothing too dangerous or deadly; but even so, there is very little to be found of that in Pasadena. So he has come up short in all senses of the word, on his way back to the metro and to Natalia eventually -- but the sirens give him some pause. The roofs would likely be safer. So he climbed a handy fire escape -- to find someone already there. That was nothing really new, but he couldn't help but automatically go for a weapon anyway. Old habits die hard.

"They're after you?" He nodded in the general direction of the sirens. Greetings were for normal people. Hopefully the cops wouldn't bring out a helicopter, a guy with a metal arm and someone in military uniform on top of a roof was not exactly subtle.

He is certainly wary, though not really willing to fight at this moment. He knows well enough what he's capable of, and would prefer to avoid hurting and/or killing unless he really has to. (Or if he's being paid for it.)

"They might. This town looks like it doesn't get much action, honestly." He shrugged a little, tilted his head at Finnick. "New in town?"

"Sure." He returned the favor, meeting Finnick's eyes with a bit of a smirk. It's not often he finds himself being semi-friendly to new people, but hey. It couldn't hurt to cultivate at least one good relationship, right? You never knew when they would come in handy.
